We got a call on our helpline that an emaciated and sick street dog was lying in sewage in a gutter and couldn’t get out. We found him lying in the filthy water with flies swarming around his eyes. He was skeletal and so weak he seemed unaware and unable to react to his surroundings. We urgently brought him back to Animal Aid’s hospital and began our effort to stabilize him in hopes that he would recover.

In my opinion, this poor soul ended up where they found him due to people (illintent juveniles ) doing harm to him.
I can just see, poor dog barely walking on the street and then some juvys see him and start chasing him all over the place. Finally, poor doggie got exhausted and gave up.
This is just my assessment, but we'll never know how this dog ended this way…
