Someone is putting tiny cowboy hats on Vegas pigeons. There are consequences to legalizing marijuana.
Eventually the hats would come off. You just want publicity. I can see it blocking sunstroke from the aluminum they're spraying. Why not fight against that? Pigeons are people too.
