Ghosts Caught on Camera! CCTV, What The Hell Is That? Can anyone Explain This? #scary

This is CCTV video footage of the side of a house in Los Angeles California. This footage was recorded on December 23rd, 2019 in the middle of a rainy night.

Can anyone help explain what that is? Is it some kind of portal, are these real ghosts. 3 other cameras did not show any of these spirits. It seems they are only stuck to this side of the house.

Is there a connection between the ghostly phenomena and weather? Please leave a comment with what you think this is?
