The saddest part about this is that PHIVOLCS warned about Alert Level 1 since March of 2019. But they were largely ignored, and now are being persecuted by the people and the government (by congress, the same people who were also responsible for slashing the calamity fund). This is the sad thing about being scientists in this country. No wonder many of them leave and just serve other countries. As of the moment, PHIVOLCS had to seek help/borrow tools from outside because they have better facilities. :'(
