The parole officer seems quite a fair guy. Although he arrested the owner for a parole violation; he worked with his parolee to ensure that the dog was moved to a safe environment.
By doing this, Officer Berger is more likely to gain the co-operation he needs to get his parolee through the legal process.

The owner didn't leave his dog behind, he got arrested… It isn't like he just abandoned his damn dog people…. Shyt happens…. Maybe family couldn't take care of the pittbull because most communities won't allow pittbulls in their neighborhood….
