17. I don't think he was abandoned, I think he belonged to a homeless person who was squatting at that house. The owner may have been arrested or ended up in the hospital.

34. I'm thinking the squatter who had been there likely owned the dog and was just gone for the day. He may have loved the dog but couldn't provide properly for him.
