13. As it should be. A curse on the person who left him out. I don't care if they have a dope problem. The dog doesn't. If the original owner has a problem, they know where to go and get help, but chaining a young dog to a fence, out in the rain doesn't know where help is, he is just a young dog waiting for his derelict owner. Sham on you, do it to a dog! What would you do to a child if you have any.

31. Wonderful response from this man and his wife, and I know Joey will have his best and happiest life with them. My only wish is that the cops find whoever chained up that poor dog in the rain, and throw the damn book at them. They are scum, and should be prohibited from ever owning another animal.
