You can find 100s of videos from Zhengzhou where it's exclusively other citizens, locals and Bao-an (community security guards) that is who is doing any and all rescuing using whatever ropes or buckets or things they can find. This goes on HOURS after the CCP authority's criminal neglect drownings of 1000s of Zhengzhou people. Again: CCP would EASILY pass the 'Criminal Deaths' in any serious nation on earth. Huge respect to the locals and lower-level street cops and guards who constantly have to save themselves.
