I wonder if the blue eyes people are servants of the human Illuminati organization, and the monks are it’s spiritual servants. The ai is taking advantage of both greed and religion to control people
IF they do represent A.I., and specifically those two, I imagine Oracle offering a sword could be a reference to the advisement towards arming yourself.
While the name does imply future-sight, Oracle could have just been making a prediction, not seeing the future.

The three monks that are always at the plaza all have the same ring (as do several other character, including Misty if I'm not mistaken). if that's the Jingu corporation ring, I wonder if it has anything to do with the mission where you meet the woman from the original trailer.
In Sandra Doresets bed room you can find a piece of paper that has FF – 0626015 on it. The rest of the paperwork seems irrelevant. It seems like a medical document, as you can find near identical copies that say almost the same thing, but the one in her room is the only one I found with that number on it. You need epic Kiroshis's to zoom in close enough to read it I think.
Have people looked into the game files? Could easily find out more, that way. At least make a mod, to make that dialogue common.

As a programmer I have a small theory on this mystery…. the "oracle" statue says FF:06:B5… converted to integer it becomes 255:06:181. These numbers don't mean a lot by themselves. But if you look up the RGB value it turns out to be a pink tone…. However, if you look up these numbers in an extended ASCII table they convert to "nothing/ÿ:ACK:µ". Let's play with that…. ACK stands for acknowledge, so it can be loosely interpreted as "nothing acknowledges you" (nothing:ACK:µ). I can't make much more sense of "nothing/ÿ" or "µ" than this quite loose interpretation. HOWEVER, one thing that is interesting is that a lot of our current communication protocols are based on "acknowledgement". A good example of this is the internet's Transmission Control Protocol (TCP). Whenever you receive packets of data you send back a packet with an ACK bit to confirm the transaction. The fact that 06 is ACK in the ASCII table can't be coincidental, and I am getting a feeling that this is some kind of digital god or deity. likely referring to "the old net" (which used TCP). and interestingly this kind of human acknowledgment towards each other is something that the monks preach.
F is the 6th letter of the alphabet , ff:06 , 666 ? Street? .666 beast? Is there something related to a beast in night city? B5 appartment complex building? Street ? If there is a book related to budists filosophy may be it is a clue . Who knows?
Here’s my theory:
There are multiple quests that are tied to this including: quest with Gary the Prophet, quest with Bartmoss body and the one were you follow a line of data points (the one were in the end you find out it was some autofood dispenser), quest with Brandon, quest with Peralez, nightcorp and Mr. Blue eyes, quest with Sandra Dorset and nightcorp, quest with cyberpsychos, quest with breaking into NCPD station. I have read literally every shard in game. In city centre you can spot one of Gary’s followers, shot dead with a shard, saying that he was too close to discovering something very important. Another shard with a woman taking something out of nightcorp, shot dead. Another thing, there are people who wear the rings that look exactly the same (Gary, Peralez, Misty, Mr. Blue eyes, and couple of others). Imo cyberpsychosis is rouge ais affecting cyberware, making people go mad. It appears it’s all connected: rouge ai tries to destabilise night city and take control.
The mission when you find the Delma in cab with the ai from behind the back wall in it definitely feels associated to this
In the glen appartment , the library section there is also one statue, maybe looking for specific books could give more details. I i haven’t checked the books i just noticed thw statue

You mentioned that one of the AIs is having someone named V and that they are located behind the Black Wall, well at one of the endings V goes with Alt on the other side of the Black Wall…
Another thin, one of the AI is massing political power…and there is Mr BueEyes observing V and Mr Parales….later at some endings Mr BlueEyes him self give mission to V directly

Coincidences?
I think it's coordinates in hex: x = 255, y = 06, z = 182. Those are pretty small numbers, but it could point to a subset of the map if the map was divided in a 255x255x255 matrix. It would be at the extreme east of map, near sea level, about 70% way south.
Let's not forget that, at some point in the updates, the color of the code on the statues changed. And that the code itself is the hex code for a similar color used in the glowing pink/purple orbs.
12:17 why are there 2 statues? My guess is that the developer copied the desk and placed them next to each other in an attempt to fill out that space. Might not of meant they wanted to put 2 of them in there.
I think it might actually be an Easter egg from Elder Scrolls. Looks like one of the Daedric Lords I can't remember his name but I do remember seeing a statue looking exactly like that in Skyrim.

You might’ve rushed the Zen Master quests… because he DEFINITELY has cyberware implants which are made apparent if you choose to give him money as thanks for his teachings.
…. I think we're over thinking about the hex code. It's the meaning of Magenta. The color symbolizes universal harmony and emotional balance. Which fits the whole monk practice. They seek enlightenment with self reflection. If not… I would like to learn more about this mystery.
The sequence of letters and numbers looks alot like the way the characters show up for the hack minigame, in sequences of 2 digits like that. Could it be hidden hack solution for a terminal in game?
