  1. That's the problem.
    This guy isn't getting paid more, better hours, or anything really other than possibly a sincere pat on the back. And if he does slow down, then it will be perceived as slacking off and lead to disappointment from the boss.
    He doesn't need to be this fast and the incentive to do so just isn't there.
