21. The sand carrier, I have been a sailor for the past 30 years; I really don't care what China put out about everyone getting off safely. When that rolled over, people died, probably the whole crew but at least some. My guess is there was too much water in the cargo, and it rolled over due to cargo liquefaction, very dangerous situation. Outside of China, merchant carriers are very watchful of moisture percentages in bulk cargo, and the IMO has strict rules regulating bulk cargos.
