how can you play this game? i had an rtx 3090 ti and i dont get over 60 fps on EVERYTHING LOW AND DISABLED.

It seems you are mixing up Level Design with Visual Design. Level design is the layout and structure of the individual levels. You are impressed by the visual design (i.e. the upside city, etc). Level design would be solid if you took away all the visual appeal and it still felt good to play through that level – puzzles, verticality, backtrackability, etc.
The atmosphere and graphics are amazing.. Yet the gameplay feels a bit.. Slow? I know it's in the taste of Vermintide II.. But still, for a hack and slash the action is pretty limited.
This may be the game that gets me to upgrade to series x
