I believe there is a building which takes water out of a building and puts it in to your water supply, although I’m not sure I saw that from another YouTuber

He could have stopped the flood by buying the plot of land were the second river is and expand that river

Hey Biffa, can you use the water pumping stations and water outlets to pump excess water from behind the dam to beyond your city limits, down stream?
Alternatively, could it be worth raising the ground near the river, or do you not want to take that action (too cheaty)

Another great episode Biffa! Maybe if you make the land higher around the sewage pump then you might be able to put a wall in because the water will flow away from the high point. Keep up the great work Biffa!

Also you should put shelters in more highly populated areas. In other words, in neighborhoods
Where the water comes in, use the canal tool and redirect the water elsewhere
and there is a building as others have said that can pump the water out of the city using trucks that will go and fill up with water and then dump it.
lol… you deactivated the shelter… then immediately turned it back on… lol
You demolished one of the walls on the right district, the water could've been stopped more if you did keep it so it could deflect some of the water. Also, I think you really need to secure the areas in advance, the left district is already flooding, and now you might have to demolish buildings to keep it safe. Sorry for backseat gaming :/
