From collapsed levees in Merced and Sacramento counties in the Central Valley to flooded rivers along the coast, the rains have affected almost every part of the state, with many areas receiving four to six times the average rainfall in the past few weeks. Landslides closed major roads, flooded thousands of homes and damaged power lines, and as of Tuesday afternoon, more than 13,000 electricity customers had not yet returned to service.
