As a child, I lived on a sheep farm. My dad had working dogs. They were treated as "valuable assets", and, were never abandoned, starved, or ill treated.
I find it difficult to understand why the individuals who treat dogs so badly are not charged, fined,and banned from having dogs. It would be a financial windfall for the government if these individuals were fined$$$
