This happens in Ellicott City MD a lot, rushing water down the main street, cars floating off and they always rebuild, don't know why, seems it would cost more each time and one would learn to go to higher ground but I guess it is because the prices of homes are very low like Rutland VT being about half the price of Burlington and even the property taxes are lower than the rest of VT. But with all this said it still doesn't change the fact that these people are in need of help and this is very sad news.
