It looks to me as if an actual person was walking. The fact that it looks transparent is due to the low quality camera being used. The still objects appear clear because the camera is taking picture after picture and the objects never move while a back lit person just walking through will look "ghostly" as there are no further pictures to add to resolution. We only have the uploaders word that they did not find anyone in the building..
It looks like a ghostly figure but that does not mean that is, it could actually be video editing
