If the new owner can afford the cataract surgery for his right eye, it would best to do it sooner than later. Cataracts can cause immense pain for the dog, and can eventually cause the eye to rupture from internal pressure buildup.
I had a dog that got severe cataracts from diabetes and one of her eyes eventually ruptured. We didn't have the money for the surgery, which was estimated to be in the $2000 range. We had to let her go because she went into renal failure. She made it to the old age of 12, which is pretty long for a border collie.
