1. He already had an owner? So how did he get into that state in the 1st place? Getting into that state doesn't happen over night, that takes time. He looks great in the end but what's to say they won't let it happen again? They were only a mile away so how did they not find him earlier if he was supposedly "lost".

Please, when you find a dog somewhere with a visible skin issue and/or loss of fur, for the love of God, do not touch their skin without proper saftey measurements like wearing gloves, thoroughly cleaning your hands after and disinfecting! There a quite a lot of skin problems that are transmissible to humans. Help, but stay safe!
