Looks like a medium traffic public place. Fishing there doesn’t give you ownership of the pond. If I fished there, I’d be expecting people to skip rocks and enjoy the pond too. I’d be more irritated by some random dude filming me and talking crap about kids enjoying skipping rocks rather than playing video games.
