What I am wondering: are messages from ATC, sent to a certain aircraft, also hearable in other aircrafts in the vicinity? If so, the SkyWest-crew could have heard that the ATC cleared the USAir for landing, while they were still on the runway and raise the alarm.
at least they realized the effect of "UNDER STAFF"… sometimes things happen for others to realize something…

That is why ATC needs AI assitant operators so they can guide and help in the whole process. AI will need to be part of ATC in order to avoid these types of accidents for thousands of years.
"You see that house on top of that mountain? Your job is to put out the fire if it ever starts burning. Unfortunately we only have this rusty bucket, we also sold the car that was supposed to get you up there, oh and the electricity in that house is a bit wonky, prone to start a fire!"
