If you pay attention to the position at which the figure is seen on the window you see that it doesn't move the train moving is creating an illusion when in reality its reflection that stays in the same position on the window. Theres two illusions that feed into this,
1.Relative motion
This illusion occurs when motion is perceived in a direction that is perpendicular to the actual motion. It can be caused by the head or a pattern moving in a translational or rotational motion
2. Sparkler's trail effect
This illusion occurs when a fast-moving luminous object leaves an apparent line of light behind it.
Idk looks like a rough spot on the glass making it look that way

LOL … it doesn't look a thing like a person in a dress, it is a reflection in the window of something. You can see reflections in the metal trim to the left of the window just before it.
It looked like there is another one possibly on a horse on the right side of the train as it drives up
Looks like swamp gas
