25. Bad description, actually there are 4 buttons
    1 engine button, this is in the cockpit, press this one first
    1 is on top of the watch tower, this removes the bridge, press this one second
    And the other 2 are next to and on the building thats in the back of the rocket. Press the ground button for ease before and then finally the button on the top. This will release the rocket.

    In this order you will have a successful launch.
