Those are very brave or very stupid Officers.. That water is about 40* at the present time in Wisconsin. Your time is very short in that river due the water temp, river current and they will be experiencing accelerated hypothermia. Your body start cramping and shutting down, and all done without a wet suit.
Shoot some air holes above the drivers seat.

I hope no one is in the car. All Policeman or woman need to know how to swim. There was other police officers that just stand there and did nothing until the other officers came who knew how to swim. Those minutes the officers standing there could have made a difference in life or death. So sad.
